The Florida ABA Therapy Guide
Everything a Florida family needs to go from first worries to a first ABA session: diagnosis, Florida's autism insurance law, your plan, school rights, state programs, safety and the questions to ask a provider.
By the Hope Center clinical team · Clinically reviewed by Aisha Albright-Jourdan, MSW, LCSW, BCBA · Updated October 20, 2026
The short answer
ABA therapy in Florida is provided by Board Certified Behavior Analysts (Florida does not issue its own behavior analyst license) and paid for mainly by private insurance, TRICARE, Medicaid or self-pay. Florida's autism insurance law covers fully insured large-group plans, not self-funded ones, so the first step is to find out which kind of plan your child has.

How to use this guide
Each chapter follows the same path parents take: Understand articles explain the basics, Compare options articles help you weigh choices, and Take the next step articles give checklists, scripts and timelines. Every article is written for Florida, cites the statute, rule, agency or plan policy it relies on, and shows the date its facts were last checked.
What makes ABA in Florida different
- No state license. Florida recognizes national BACB certification (BCBA, BCaBA, RBT) rather than licensing behavior analysts itself. What the credentials mean.
- An autism insurance law with gaps. The Steven A. Geller Autism Coverage Act (Fla. Stat. 627.6686) covers fully insured large-group and state employee plans, but not self-funded employer plans, small-group or individual plans. Read the law explained.
- Medicaid ABA changed in 2025. Since February 2025, Medicaid managed care plans approve and pay for ABA, and a state task force reports on possible limits by December 31, 2026. How Medicaid ABA works now.
- A scholarship that can pay for ABA. The Family Empowerment Scholarship for Students with Unique Abilities (FES-UA) lists ABA among the services approved providers can bill. How FES-UA works.
- Private ABA staff in public schools. Fla. Stat. 1003.572 lets a child's private BCBA or RBT work with them at school when the school agrees on time and place. How to ask your school.
- Florida-sized safety risks. Drowning is the leading cause of accidental death for Florida children ages 1 to 4, and hurricane season brings evacuations and shelters that are hard on autistic kids. Water safety for autistic children.
Who wrote this guide
The guide is written by the clinical team at Hope Center for Behavior Change, an ABA provider with offices in West Palm Beach, Temple Terrace (Tampa), Port Charlotte, Jacksonville and Sebring, and clinically reviewed by our founder and clinical director, Aisha Albright-Jourdan, MSW, LCSW, BCBA. It is general information, not advice for a specific child. Laws, plan policies and program amounts change, so each article shows when its facts were last checked.

Common questions from Florida parents
Does insurance have to cover ABA therapy in Florida?+
Only some plans. Florida's autism insurance law applies to fully insured large-group plans, HMO group contracts and the state employee plan. Self-funded employer plans follow federal rules instead, and many cover ABA voluntarily. See how to tell which plan you have.
Who can diagnose autism in Florida?+
Licensed professionals such as developmental pediatricians, child psychologists, psychiatrists and pediatric neurologists diagnose autism. Behavior analysts do not. Your insurer may have its own rules about which evaluations it accepts. Read who can diagnose autism in Florida.
How long does it take to start ABA in Florida?+
It depends on paperwork, the assessment and insurance approval. At Hope Center, first call to first session can be as little as three weeks, and services usually start a few business days after the plan is approved. See our intake timeline.
Does Hope Center accept Medicaid?+
No. Hope Center accepts Blue Cross Blue Shield, Aetna, Cigna (Evernorth), UMR, Personify Health and TRICARE East, and offers self-pay with a sliding scale. The Medicaid chapter of this guide explains how Florida Medicaid ABA works so you can plan. Insurance we accept.
Is ABA therapy only for young children?+
No. ABA can help teens and young adults with communication, independence, safety and daily living skills. Coverage rules differ by age, and Florida's insurance mandate has its own age limits. Read about ABA for teenagers.
