Does TRICARE Cover ABA for Retirees, Guard and Reserve Families?

Compare options

By the Hope Center clinical team · Clinically reviewed by Aisha Albright-Jourdan, MSW, LCSW, BCBA · Updated October 20, 2026 · Facts current as of October 20, 2026

The short answer

TRICARE covers ABA for children of retirees and of Guard and Reserve members through the Autism Care Demonstration, as long as the child is enrolled in a TRICARE plan and has an approved autism diagnosis. The same referral and authorization rules apply. ECHO, including respite, ends at retirement and is not part of TRICARE Reserve Select or Retired Reserve. Costs follow each plan's 2026 fees and catastrophic caps.

Many parents assume TRICARE's autism benefit is only for active duty families. It is not. TRICARE's Autism Care Demonstration (ACD) covers ABA "for all qualifying family members of active duty service members, retirees, and certain National Guard and Reserve members." What changes with sponsor status is the paperwork, the extra programs you can use and what you pay. This guide compares the options side by side, using tricare.mil and the TRICARE Operations Manual as of October 20, 2026.

Does TRICARE cover ABA for retiree, Guard and Reserve children?

Yes, if two things are true: your child is enrolled in a TRICARE health plan and has an autism diagnosis from a TRICARE-approved provider. TRICARE's covered-services page says it covers ABA "for all TRICARE beneficiaries with an autism spectrum disorder" through the ACD. The core ACD rules are the same for everyone:

  • a referral and pre-authorization for all ABA, under every plan;
  • six-month authorizations and a new referral every two years;
  • four outcome measures at baseline and on a set schedule;
  • an assigned Autism Services Navigator; and
  • no yearly or lifetime caps on ABA, and one copayment for all ABA on the same day.

The full process is in our TRICARE Autism Care Demonstration guide. The differences are below.

What changes for retiree families?

You must re-enroll within 90 days

TRICARE's retirement page says retiring disenrolls you from TRICARE Prime and that you must enroll in a TRICARE plan within 90 days of the retirement date to avoid a break in coverage. You may ask for retroactive enrollment up to 12 months after retirement, but claims cannot be paid until enrollment is complete. For an ABA family, a gap can stall authorizations, so enroll before the 90 days run out.

Referrals for family members carry over

TRICARE says "family member referrals aren't affected when the sponsor retires." The TRICARE Operations Manual also tells the navigator to help with continuity of care when "their sponsor retires." Tell your navigator about the retirement date early.

ECHO ends

The retirement page lists "TRICARE Extended Care Health Option services for family members" among benefits that stop. That means ECHO respite, equipment and other ECHO benefits end, even though ABA continues under the ACD. The autocomplete question "TRICARE ECHO for retirees" has a short answer: ECHO is not available to retiree families. Look instead at Florida respite and support programs; see respite care in Florida and APD for military families.

Costs go up

Active duty families pay no enrollment fees and have the lowest catastrophic caps. Retiree families pay annual enrollment fees (except some groups, such as medically retired families in certain plans) and higher cost-shares. Under the ACD you pay your plan's usual copayment or cost-share for ABA, all ABA on one day counts as one copayment, and the amounts count toward your annual catastrophic cap.

What changes for Guard and Reserve families?

It depends on whether the sponsor is activated.

  • Activated for more than 30 days: the family is covered as active duty family members, and TRICARE lists "family members of activated National Guard or Reserve members" as eligible for ECHO.
  • Not activated: families of qualified Selected Reserve members can buy TRICARE Reserve Select (TRS). TRS does not require referrals for most care, but TRICARE's referral page says that under TRS and similar plans "only applied behavior analysis requires a referral," and ABA also needs pre-authorization. ECHO is not part of TRS.
  • After a deployment ends: some members qualify for TAMP, which gives 180 days of coverage. TRICARE says ECHO "and other active duty programs" are available during TAMP, and coverage ends when the 180 days end. TRS can begin after TAMP if you qualify.

Retired Reserve members under 60 can buy TRICARE Retired Reserve (TRR). TRR families can use the ACD with a referral and pre-authorization, but not ECHO.

What will you pay in 2026?

TRICARE does not publish a separate ABA price. You pay your plan's cost-share, and the catastrophic cap limits what your family pays in a calendar year. These 2026 figures come from TRICARE's Health Plan Costs page. "Group A" means the sponsor first enlisted or was appointed before January 1, 2018; "Group B" means on or after that date.

Selected 2026 TRICARE costs that affect ABA families
Plan and groupAnnual enrollment fee or monthly premiumAnnual catastrophic cap
Active duty family, Prime or Select, Group A$0$1,000 per family
Active duty family, Prime or Select, Group B$0$1,324 per family
Retiree family, Prime, Group A$765 per family per year$3,000 per family
Retiree family, Select, Group A$375 per family per year$4,381 per family
Retiree family, Prime, Group B$927 per family per year$4,635 per family
Retiree family, Select, Group B$1,191 per family per year$4,635 per family
TRICARE Reserve Select$286.66 per month, member and family$1,324 per family
TRICARE Retired Reserve$1,548.30 per month, member and family$4,635 per family

TRICARE lists different fees for medically retired sponsors and their families, and deductibles that vary by plan, group and pay grade. Check the full table on tricare.mil for your situation, and see TRICARE Prime vs Select for ABA costs for a closer comparison.

A note for Tampa-area retirees

In the Atlanta and Tampa areas, TRICARE now offers the TRICARE Prime Demo through CareSource Military & Veterans, and enrollment fees for retiree families are waived for the first 12 months. But tricare.mil says you are not eligible for the Prime Demo if you "get services through the Extended Care Health Option, the Autism Care Demonstration, or the Wounded Warrior Program." If your child uses ABA under the ACD, ask Humana Military (800-444-5445) or CareSource (833-230-2080) before you switch plans.

What if you also have an employer plan?

Many retirees and Reserve members have civilian insurance through work. TRICARE "pays last after most other health insurance plans, such as employer-sponsored health plans." The TRICARE Operations Manual says beneficiaries with other health insurance who receive ABA "must obtain a referral and prior authorization," so you will deal with both plans' rules. Florida's autism insurance law may apply to your employer plan; see TRICARE vs an employer plan for ABA.

Decision checklist for retiree, Guard and Reserve families

  • Is your child enrolled in a TRICARE plan right now, and does DEERS show the right sponsor status?
  • If retiring: have you re-enrolled within 90 days and told your navigator the date?
  • If activated or deactivated: have you asked Humana Military what changes for ECHO and EFMP?
  • Do you have other health insurance? If so, has each plan authorized ABA?
  • Have you replaced ECHO respite with state or community options?
  • Do you know your plan's catastrophic cap, so you can budget for a full year of ABA?
  • Are your diagnosis, referral, last authorization and outcome measures in one folder?

How Hope Center works with TRICARE families of every status

Hope Center for Behavior Change accepts TRICARE East (Humana Military), which covers Florida. We serve active duty, Guard, Reserve and retired families, and we check your benefits before therapy starts so you know your plan's cost-share. Costs depend on your plan; self-pay with a sliding scale is available for all services. There is no waitlist, and services usually begin 3 to 5 business days after TRICARE approves the treatment plan.

Common questions

Will my child's ABA stop when I retire from active duty?+

It should not, as long as your family enrolls in a TRICARE plan within 90 days of the retirement date. TRICARE says family member referrals are not affected by retirement, and the navigator helps with continuity. ECHO benefits such as respite do end at retirement.

Does TRICARE Reserve Select cover ABA?+

Yes. TRS is a TRICARE health plan, so an enrolled child with an autism diagnosis can use the Autism Care Demonstration. TRS does not need referrals for most care, but ABA needs both a referral and pre-authorization. ECHO is not available under TRS.

Do retirees have to enroll in EFMP for ABA?+

EFMP is a requirement for active duty service members. TRICARE's EFMP and ECHO rule for ABA is written for active duty sponsors, so retiree families use the ACD without ECHO. Ask Humana Military to confirm what applies when your status changes.

Can we use TRICARE as secondary insurance for ABA?+

Yes. TRICARE pays after most other health insurance, including employer plans. The TRICARE Operations Manual says families with other insurance still need a TRICARE referral and prior authorization for ABA, so get both plans' approvals before services start.
