ABA for NAS Jacksonville and Mayport Families

Take the next step

By the Hope Center clinical team · Clinically reviewed by Aisha Albright-Jourdan, MSW, LCSW, BCBA · Updated October 20, 2026 · Facts current as of October 20, 2026

The short answer

NAS Jacksonville and Naval Station Mayport families get ABA through TRICARE East (Humana Military) under the Autism Care Demonstration. Active duty sponsors must enroll in Navy EFMP and ECHO. The NAS Jax Fleet and Family Support Center EFMP Liaison is at 904-542-5745, and Mayport's Fleet and Family Support Center is at 904-270-6600. Hope Center's Jacksonville location is at 7751 Belfort Parkway, Suite 200.

Northeast Florida has two large Navy installations, Naval Air Station Jacksonville on the St. Johns River and Naval Station Mayport near the beaches. If your child is autistic and you are a Navy, Marine or other TRICARE family there, this guide brings the local pieces together: TRICARE East steps, the base offices for EFMP, TRICARE help and schools, the free Duval County resources and Hope Center's Jacksonville location on Belfort Parkway. Contacts come from official directories checked on October 20, 2026. Call before you visit, since hours change.

How does TRICARE ABA work for Jacksonville Navy families?

Florida is in the TRICARE East Region, run by Humana Military (800-444-5445; ABA line 866-323-7155). ABA is covered through the Autism Care Demonstration (ACD), which needs:

  • an autism diagnosis from a TRICARE-approved provider, with a DSM-5 checklist and validated assessment scores;
  • a referral and pre-authorization, with six-month treatment authorizations and a new referral every two years;
  • four outcome measures at baseline and on a schedule; and
  • for active duty sponsors, enrollment in the Navy's Exceptional Family Member Program (EFMP) and registration in the Extended Care Health Option.

Our TRICARE ABA referral checklist walks through each step.

EFMP enrollment forms (DD 2792 for medical needs, DD 2792-1 with the IEP or IFSP for educational needs) start with the EFMP office at your military hospital or clinic. The Fleet and Family Support Center then provides family support: referrals, local school and early intervention information, and warm handoffs when you move. Details are in EFMP in Florida.

The DoD directory links to each base's Navy Fleet and Family Readiness pages. Confirm hours and services with the office before you go.

Which free Duval County resources should you know?

  • UF Jacksonville CARD (Center for Autism and Related Disabilities, UF College of Medicine Jacksonville), 6271 St. Augustine Rd., Suite 1, Jacksonville, FL 32217; (904) 633-0760. It says its services are free of charge to people with autism and related disabilities and their families. CARD offers support, training and consultation; it is not an ABA therapy provider. By statute it serves Baker, Clay, Duval, Flagler, Nassau and St. Johns counties.
  • APD Northeast Region, Jacksonville office: 3631 Hodges Boulevard, Jacksonville, FL 32224; (386) 238-4607. It serves Baker, Clay, Duval, Nassau and St. Johns counties.
  • Duval County Public Schools for ESE evaluations and IEPs, plus Early Steps and FDLRS Child Find for young children. See our Duval County autism resources guide.
  • Beaches and Mayport families: local recreation, beach access and safety contacts are in Jacksonville Beaches and Mayport autism resources.

Where can your child get ABA near the bases?

Hope Center for Behavior Change has a Jacksonville location at 7751 Belfort Parkway, Suite 200, Jacksonville, FL 32256, open Monday to Friday, 8:30 a.m. to 5:30 p.m., with center-based and in-home ABA. Neighborhood resources for that side of the city are in Arlington and Jacksonville autism resources. We do not serve Orange Park, Clay County or St. Johns County. For homes on the Westside, the Beaches or other areas, call to ask whether we can staff your area.

TRICARE pays for ABA at home, in a clinic, at daycare when clinically necessary and, in a narrow way, at school; see TRICARE ABA at school. Every setting must be in the treatment plan Humana Military authorizes.

Questions to ask any ABA provider near the bases

  • Are you TRICARE-authorized with Humana Military, and do you have a BCBA who can do the assessment within TRICARE's 28-day standard?
  • Which settings can you staff for my child: center, home, daycare, community?
  • How often is parent training offered, and can it fit around duty hours and deployments? (TRICARE requires at least six parent sessions every six months.)
  • Will you coordinate with our Autism Services Navigator and help with outcome measures?
  • What happens to services if we get orders?

Your NAS Jacksonville and Mayport checklist

  1. Get the autism diagnosis with DSM-5 checklist and validated scores, and have the provider send the ABA referral to Humana Military.
  2. Active duty: start EFMP at your military hospital or clinic and register for ECHO within the 90-day window.
  3. Choose an ABA provider and complete the baseline outcome measures.
  4. Call your installation's School Liaison about the IEP, school choice and transfers.
  5. Contact UF Jacksonville CARD for free family support.
  6. Keep the Fleet and Family Support Center number handy for EFMP Family Support.
  7. Arriving on orders? Use our PCS to Florida checklist.

How Hope Center supports Jacksonville military families

Hope Center accepts TRICARE East (Humana Military) and has no waitlist. BCBAs write each program, RBTs deliver sessions, and our clinical director reviews every plan before it goes to TRICARE. Parents get training every week, and staff can join IEP meetings, doctor visits, haircuts and dental visits where allowed. We work in English, Spanish, Haitian Creole, Bengali and Russian. Services usually begin 3 to 5 business days after TRICARE approves the plan.

Visit our Jacksonville ABA page and TRICARE ABA page, then request a free consultation and benefits check or call 561-337-8865.
